The Innovation District has been conceived as a collaborative ecosystem that unites universities, businesses, and government institutions to foster innovation, entrepreneurship, and research in Serbia. According to Theodor Mentzikofakis, Managing Director and Partner of Penetron Hellas, the initiative is designed to provide an ideal setting for startups, research organizations, and technology-driven enterprises. He also noted that the Kragujevac data center is recognized as one of the world's top eight facilities for protection standards and is among only ten data centers globally that maintain a cooperation agreement with CERN.
The project spans approximately 4.5 hectares (11.1 acres) and consists of three buildings with a combined built-up area of around 35,000 m² (385,000 ft²). Phase One has already been completed and includes a 4,700 m² (50,600 ft²) building together with a 10,000 m² (107,600 ft²) underground parking structure. Construction of the second building is planned for completion by the end of 2026, while the central structure, regarded as the focal point of the Innovation District, is expected to be finished in 2027. The development is being executed by GAT, a construction company based in Novi Sad.
Mentzikofakis explained that the continuous operation of a data center demands exceptionally reliable infrastructure. Consequently, the project required a concrete waterproofing solution capable of resisting groundwater penetration while maintaining the long-term strength and durability of the structure. He emphasized that the Penetron System was selected to provide lasting protection for the facility's critical infrastructure.
The waterproofing solution incorporates PENETRON ADMIX as an integral waterproofing admixture for concrete, complemented by PENETRON, PENECRETE MORTAR, and PENETRON GROUT to seal construction joints, cracks, and other vulnerable areas. PENEBAR SW, a hydrophilic waterstop, was installed at construction joints to prevent water ingress, while MULTI PATCH was used to perform rapid and dependable surface repairs.
The Penetron System works by penetrating deeply into the concrete and generating insoluble crystalline formations within its pore structure. These crystals permanently block the movement of water and aggressive chemicals, thereby protecting the concrete from deterioration and extending its service life.
Beyond its engineering significance, the Innovation District is expected to strengthen Kragujevac's role as a major center for technological advancement in Serbia. The development is anticipated to attract both local and international investment while promoting closer collaboration between industry and academia through partnerships with the University of Kragujevac and Serbia's Science Fund. In the long term, the district will provide a dedicated platform for research, innovation, and the commercialization of emerging technologies, contributing to the country's broader economic and technological development.
