The Ray Supports U.S. Infrastructure Corridor Mapping

09/30/2026

The Ray has entered into a contract with the Build America Bureau at the U.S. Department of Transportation (USDOT) to provide specialized geospatial analysis and corridor mapping services for the America’s Great Corridors of Commerce (AGCC) initiative.

The nationwide AGCC program is designed to explore how existing highway and rail rights-of-way can be used for more than transportation. The initiative aims to transform these established corridors into multi-purpose infrastructure routes capable of accommodating high-voltage transmission lines, fiber-optic networks, water pipelines and other essential utility systems.

As part of the agreement, The Ray’s Geospatial Solutions team will conduct advanced Geographic Information System (GIS) analysis and mapping across highway and railroad corridors throughout the country. By analyzing available spatial data, the program will identify sections of transportation right-of-way that could be particularly suitable for near-term, large-scale energy transmission and telecommunications projects.

“The Ray’s expertise is a unique combination of focused GIS capabilities and a decade of investment in planning and scaling energy infrastructure in highway right-of-way,” said Jessie Hong, Geospatial Solutions Director, The Ray.

Supporting Energy and Telecommunications Infrastructure
Expanding the nation's energy and communications networks will be important to supporting continued growth in high-tech industries and advanced manufacturing while potentially helping reduce energy costs for households.

By locating energy and digital infrastructure alongside existing transportation rights-of-way, the AGCC initiative is intended to deliver several potential benefits:
Faster Infrastructure Deployment: Help shorten the time required to expand national energy and telecommunications networks. More Efficient Approvals: Identify suitable corridors in advance, potentially simplifying environmental reviews and permitting processes. Reduced Costs and New Revenue Opportunities: Limit the need for developers to acquire additional land while creating potential revenue opportunities for state and federal transportation agencies. Economic Growth: Provide strategically located infrastructure options that can help emerging industries establish operations near major transportation routes.
Applying Geospatial Expertise to Federal Infrastructure
The Ray’s Geospatial Solutions team was recognized by the White House Council on Environmental Quality as one of the 2026 Permitting Innovators. The recognition highlights the team's use of spatial analysis and mapping capabilities to address major infrastructure and permitting challenges.

Under the two-year agreement, The Ray will build the national geospatial intelligence needed to help AGCC assess and prioritize transportation corridors and potential utility co-location projects.

“Over two years, The Ray will develop the national intelligence to power AGCC’s prioritization of corridors and utility co-location projects,” said Allie Kelly, Executive Director
