Ensuring Human Rights in our Supply Chain: Qualcomm

Ensuring Human Rights in our Supply Chain: Qualcomm
Qualcomm has an unwavering commitment that promotes and upholds universally recognized human rights while taking a strong stance against any form of human rights violations.

At every level of our Company, throughout our operations and business connections, including subsidiaries, partners, customers, and supply chain, we strive to ensure ethical practices.

Our actions are guided by esteemed documents such as the Universal Declaration of Human Rights, the International Labour Organization's Core Labor Standards, the United Nations Global Compact Principles, and the United Nations Guiding Principles on Business and Human Rights. These invaluable resources shape our approach and reinforce our dedication.

The essence of our respect for human rights is deeply ingrained in The Qualcomm Way: Our Code of Business Conduct and our Supplier Code of Conduct. To exemplify our commitment, all employees are required to undergo comprehensive training and certification on The Qualcomm Way, which includes a dedicated section on human rights.

As part of our rigorous human rights due diligence, we routinely conduct formal assessments, performed by independent third parties, to evaluate the impact of our operations and market presence. These assessments scrutinize potential risks across our entire value chain, covering areas such as employees, manufacturing facilities, supply chain, and local communities. By identifying these salient human rights issues, we can effectively address and mitigate any potential negative consequences resulting from our activities or business relationships.

Given our reliance on third-party entities for the manufacturing, assembly, and testing of our semiconductor products, instances of child labor, forced labor, or human trafficking are rare within our direct operations. However, indirect salient human rights risks primarily arise within our supply chains and affect local community members. Despite limited direct control or direct causal relationships with these risks, we are resolute in our determination to raise awareness and collaborate diligently to minimize any connection or contribution to these challenges.

As mentioned earlier, we hold our primary semiconductor manufacturing suppliers to the highest standards by requiring their completion of the RBA Supplier Assessment Questionnaire (SAQ), encompassing critical human rights risks like working hours, child labor, and freedom of association, among others. We take immense pride in the fact that all our primary semiconductor manufacturing suppliers consistently comply with this requirement, while also boasting low-risk manufacturing facilities based on SAQ ratings. Moreover, we actively encourage them to undertake an RBA Validated Assessment Process (VAP) audit for enhanced validation.

During the rigorous VAP audits, we engage certified third-party auditors who meticulously review records, conduct insightful interviews with managers and workers, ensuring unwavering adherence to the comprehensive standards outlined in the RBA Code of Conduct. These standards cover vital aspects such as labor, health and safety, environment, ethics, and management systems. For further details on the VAP, we recommend referring to the informative RBA VAP guidance documents.

To strengthen our management of human rights risks, we have established an internal Human Rights Working Group, bringing together exceptional talent from various departments including Legal, Procurement, Corporate Responsibility, Government Affairs, Environment, Health and Safety, Security, DEI (Diversity, Equity, and Inclusion), Supply Chain, Risk and Compliance, Privacy, and Cybersecurity. This cohesive team spearheads the implementation, improvement, and support of our robust human rights practices, while also engaging external stakeholders to align our approach with best practices.

At the core of our ethos lies our unwavering commitment to provide remedies for individuals or communities affected by adverse human rights impacts, whether resulting from our Company's actions or those undertaken by third parties on our behalf. To facilitate this, we have established a formal, third-party operated grievance and remedy mechanism called the Business Conduct Hotline. This comprehensive and confidential reporting tool empowers individuals, be they external or internal stakeholders, to raise concerns, seek guidance, or ask questions anonymously, ensuring a safe and supportive environment for all.

With an unyielding dedication to human rights, we strive to exceed expectations, continually evolve our practices, and foster a culture of respect and accountability within our supply chain and beyond.
